Urdaibai is located in the Busturialdea county. It stretches along the valley of the River Oka and the banks of Mundaka ria. It comprises 20 municipalities, 19 of which are inside the Urdaibai Biosphere Reserve.

Guernica-Lumo and Bermeo are the main commercial rural towns.
